I sent some letters out last week asking what the problems and plans for improvement were for VSC to a few Congressmen. I know I'm not due yet but with the difference between the two service centers growing to a gap of four months between service centers I felt it was time for some answers.

The phone numbers are useless.

Wow, think about this... We both got our NOA 1 on the same day... I got my NOA 2 yesterday and you have to wait until October... I feel for you man. That is way tough.

My fiance (USC) decided that if by the end of this month we don't get our NOA2, he will start calling (I guess from what you say it doesn't work going that way) or writing to his Congressman to see what's going on. We thought about doing it before, but we knew we were going to get the "you are within the estimated waiting time" typical line, so we'll see what happens.

POE: December 14th, 2012 (Miami)
MARRIAGE: December 21st, 2012 (the end of the world! lol)
AOS SENT: December 26th, 2012
AOS NOA1: December 31st, 2012
AP/EAD NOA1: December 28th, 2012
BIOMETRICS: January 31st, 2013
AP/EAD APPROVAL: February 20th, 2013
AP/EAD card in the mail: March 2nd, 2013

GREEN CARD APPROVED: September 17th, 2013 (no interview)

Here are a couple of threads concerning hotels in Manila. The first one is a pinned topic in the 'Philippines' forum. There are several threads on VJ inquiring about hotels in Manila, but both of these have good lists for comparison. If you want to be close to St. Luke's, US Embassy, and CFO, the Ermita district hotels are going to be the closest.

People from my country that filed several weeks after me but went to CSC, have already gotten their NOA2 more than a week ago... my estimated timeline keeps moving further and further away. When we filed it was saying beginning of August and now it says end of October! Unbelievable! :angry:

Both Service Centers go up and down with production averaging a five month target date. They are contractors mostly so their production is monitored and most likely effects their evaluations and as contractors they are required to meet obligations otherwise the State Department would most likely look for another contractor when it comes up for bid. Knowing this and calling the contractors does not do much good UNLESS you are beyond the five month window and then they actually would look into your petition.

HOWEVER, calling attention to outside forces like Congressmen or State Department won't REALLY do anything for YOUR petition if it isn't five months yet. BUT looking at the congestion and if there are a NUMBER of inquiries about the situation then management of the USCIS would take notice and start making some changes to offset complaints. Then again, maybe they don't care.

I'm not writing concerning MY petition, I'm writing to understand what the problem is and what plans are in place to meet their stated goals.

I'm wondering if the loss of the 100 workers that began in 2009 at St Albans is feeling an effect.

My time line has moved up almost a month to the point it says I should have gotten my NOA2 already. :blush: LOL So I guess when I do get it my data input will move the target date backward to a later date. :blink: I wasn't really checking on it much but now it's at least three or four times a day. When I sign in I have to scroll down a little to see my status and every time my heart stops and I wonder what I'll truly feel when it's changed. For me anyway, the time has passed pretty fast and I know I'll feel rushed to get the next step together for the interview.

RFE email just received stating they sent me a letter dated April 13 requesting more information. Geez, after checking my application more times than I can count, I can't imagine what it is for?

Anyways, I'm excited and taking this as a positive because it indicates they are actually processing our application. :thumbs:

I'll be checking my mailbox daily and do as quick of a turnaround as I can. Hopefully it's simple and I'll be on my way by the end of the month. :dance:

How exciting is this?

RFE info:

Received the RFE in the mail today and I now know the problem. The document that we sent in for my beneficiaries' divorce turns out to be the "Paper of Civil Mediation of the Peoples Court" and not the "Chinese Notarial Certificate of Divorce" according to the request for evidence...... who knew?

I'm certainly not knowledgeable about Chinese documents but the one we sent in definitely looked and read to be the proper one, quite official looking. But unfortunately we either asked for the wrong document, the official misinterpreted our request, just plainly gave us the wrong docs or played a trick on us. I'll give them the benefit of the doubt on this one... well sorta!

Fortunately, I hope, we might have the correct documents to send them. I visited my fiancé in late June and in preparation we went to the police for the required certificate. When we took it to the notary and interpretor we also requested new documents and translations of the birth certificate and divorce papers. We only had one original copy of each so I wasn't comfortable with that and wanted two more sets of certified docs for safe keeping. Unfortunately, they didn't process our docs until after I left so I don't know what we actually received having not seen them. But I'm keeping my fingers crossed that the new document will be the correct one. If not, my honey has a long train trip in her future and some time off of work. On the plus side she'd get to see her parents again!

At least it wasn't an oversight or omission on my part, just the wrong document that looked like the real deal :wacko:

Glad to hear you know exactly what was amiss and were able to make the correction. I hope it goes smoothly for you from here! Poor VSC filers. :crying: I remember seeing that my petition might be adjudicated around this time when I first put in my NOA1 date. Now, I am not expecting anything less than October but will inquire after September 17. Hope you get the speedy approval now! :thumbs:

Thanks ToddnJessa. Apparently it's not so simple as the Civil Mediation Court papers are the only ones we have and the officials are telling us that is all there is, no more. But I did find out there were two pages missing in the original document we submitted, guess I need to learn how to read Chinese characters! So I will be resubmitting a newly translated and dated copy with some explanatory legal notes regarding divorce mediation papers and their validity. Hopefully that'll fly with the adjudicator.

Good news for April filers at VSC! I ran through some numbers from March 26 filers and there were 5 RFE's given on Aug 17!!!! There were no approvals but there is movement in late March!!! Cross our fingers!!!!!

Indeed, and on VJ alone, there are a couple of March filers in 'Igor's List' under 'Immigration Timelines' that have been approved while many more February filers have begun receiving approvals as well.
