This is what the CFO says is required:

Requirements for Attendance to Guidance and Counseling Program

1. Two (2) valid identification cards (IDs) with photograph; NBI, passport, postal ID.

2. Duly completed guidance and counseling form;

3. If married, certified true copy and photocopy of marriage contract on security paper from the National Statistics Office, or Local Civil Registry Offices; or original and photocopy of marriage contract duly authenticated by the Philippine Embassy/ Consulate (if married abroad)

4. Other documents as may be required by the counselors; and

5. Payment of P250.00 counseling fee.

Here is what number 4 can be other documents:

1. Original and Photocopy of Birth Certificate (From NSO or CTC from Local Civil Registrar duly authenticated by NSO).

2. Photocopy of Birth Certificate of Husband/Fiancee.

3. Photocopy of Passport of Husband/Fiancee.

4. Photocopy of a Divorce Decree of husband, if he is divorced.

5. Photocopy of Proof of Singleness of Fiancee {CENOMAR).

6. Photocopy or copy of picture together (you and your husband/fiancee.

7. If under 23 years of age a notarized/certified letter from parents giving permission to leave the Philippines.

Also you need to know about your husband/fiancee complete name, birthday, address, mother's family name, how many times he/she got married/divorced (reason of divorced), how many children he had (if there is any), kind of work/job/salary, address of workplace, husband/fiance's educational attainment, course, when, where and how did you met, etc. Be sure to be able to text husband/fiancee for other information they may ask.

It just depends I think on the CFO office you go to, the CO you get for interview, if you already have your visa or not on what other documents they ask for. My wife when to CFO Cebu, and they asked for all above. Caused another trip from Leyte to Cebu to deliver the letter from her parents before they would grant the counseling certificate.

Hello everyone.i just want to ask.

I dont have my passport yet, me and my partner already married. And when checking the requirements for the first time applicant for passport,it says that i need to present the cert of attendance from the CFO. What do i need to do,and what are the requirements?

ALL exiting required to attend.


There have been changes regarding CFO so for sure read through their website.






Required documents & "OTHER DOCUMENTS" they ask for at CFO: originals & copies of; CENOMAR (CEMAR and marriage certificate if married), certified birth certificate. Passport and copies of bio page of passport, visa page from passport, pictures together. From USC (copies of) - bio page of passport, birth certificate, divorce decree (if been married before) are the most common requests. The "other documents" clause can be ANYTHING with those nit-wits at CFO.


When you get to the 3rd floor, You'd be asked to fill up an Information Sheet. (Yes, you have to fill it up there, It's not the downloadable form on the CFO website.) Make sure you answer ALL questions/fields. Rendering this incomplete will be one of their criterias for you to be "HELD/ON HOLD" for one on one counseling.



Information Needed on the Form:

- Basic Information about you, the fiance(e)/spouse (Name, Address, Birthday, etc.; Your Birthplace is important too, specify which city/town/area/province)


- Basic Information about your petitioner (Sometimes you are going to be asked for the Birth Certificate copy)


- FULL MAIDEN NAME of fiance(e)/spouse's MOTHER


- Contact person in the Philippines, specifically immediate family as in Father, Mother, Siblings.


- Landline Number of Petitioner. (I know, I know, most of you guys don't use landlines now. That's what was running through my mind too.) If no landline is available, Landline of Petitioner's Nearest Relative or Petitioner's Neighbor.


- Petitioner's Educational Attainment, Degree/Course, Occupation


- Information on Petitioner's Divorce/Annulment/Death of previous wife or husband. You must have a copy of the Divorce Decree/Death Certificate.


- ZIPCODES. Both the petitioner and the beneficiary. Never forget to write those down.




** From the Family Code of the Philippines: it's 21-25 years old for advice and 18-21 years old for consent. (Some are posted on VJ that they were not asked for this, yet others have been asked, so be prepared) Bring the ID of the parents, plus copies, postal ID should be adequate.

I read about the family code, it says there that for those who are planning to get married,if they are 21-25 years old,they need to present advise letter from parents. In my situation im already married,and im gonna attend CFO seminar for passport qequirements,do i stil need to present a letter of advice from my parents?

Is it a MUST to bring parents id?

You have to attend CFO because you married a foreigner and are getting your passport in your married name. CFO is not a DFA requirement otherwise. I doubt it, but I have heard that it has been asked for (even though you are already married)... with CFO it sometimes depends on how you present yourself (weird huh?). Are you a self assured, confident person that looks someone in the eyes when speaking? If not CFO may pick on you.

How many days to wait for what?  Scheduling a seat at the seminar?  Won't know until you get on the registration site and sign up ...

Visa chase and citizenship.. DONE!
