Did they return the I-129F, or are they asking you to submit a new one? If you have to submit a new form then the date should be the same date the form is signed.

You can add more evidence if you like. They aren't required to accept it if it isn't related to the RFE, but it's worth a shot.

12/15/2009 - K1 Visa Interview - APPROVED!

12/29/2009 - Married in Oakland, CA!

08/18/2010 - AOS Interview - APPROVED!

05/01/2013 - Removal of Conditions - APPROVED!

Really? I would think that if they found other information to be lacking, then they would have requested that in the RFE. Or is it possible that they would see something incomplete on the form and NOT look at any of the other evidence in the file? I would take the lack of request as an implicit approval of the level of information that was sent (but it's the government, so who knows for sure!).

For the OP - if you followed the instructions on here, then you have a copy of the first I-129f you sent, right? Why not make another copy of the first two pages, add a new third page with the question answered and new signature and current date, and send that in.

K-1 Process:
8/26/2011 - I-129f mailed
8/31/2011 - NOA1
2/03/2012 - RFE
2/09/2012 - RFE received through US Mail
2/14/2012 - RFE response mailed
2/16/2012 - RFE response received by CSC
2/17/2012 - Touch
3/08/2012 - NOA2
I-129f was approved in 190 days from NOA1 date.

3/15/2012 - NVC received
3/19/2012 - NVC left

3/21/2012 - Embassy received
3/28/2012 - Packet 3 received by beneficiary

...

01/28/2013 - Married

03/11/2013 - Sent AOS packet

05/17/2013 - EAP and AP approved in 66 days

10/26/2013 - Green Card Production email notification

As answered earlier in your PM, this is a golden opportunity to add "evidence of bona fide relationship" that YOU want the consulate to see.

Send back the RFE requirements, then cover your relationship evidence with "Enclosed is additional evidence of bona fide relationship that will be required by the Guayaquil consulate. Please ensure that they get it along with the USCIS requirements."

This would not be a bad technique to follow for any tough consulate. For the OP, this RFE is a major boon, because it enables the provision of more evidence to neutralize the evil intentions of the ####### Guayaquil consulate.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
