I will apologize ahead of time but can anyone tell me what packet 3 is? Is it the package of forms and instructions the US Embassy/Consulate sends to the fiance/fiancee'? All responses are definitely appreciated.

packet 3 is usually just one page with instructions on what forms are required. they do not send you the forms, they just list them and give you a website to go to in order to download and complete the forms yourself.

you can get these forms ahead of time and fill them out. that way when you receive packet 3 you are all set to send them the requested documents and avoid all the delays of looking out the forms/printing/gathering documents.

This may be UK specific, may apply to you as well. But some require you simply bring the documents with you to interview and no need to send in advance.

Do you send in the I-134 with packet 3? I see on the ds-156k that is says that evidence of support needs to be attached, but doesn't specify what form.

Thanks guys for your responses. At the Laos embassy, they give you a checklist. Once you have completed all the forms, police record, birth certificate, etc, you sign the checklist (my fiancee will sign the form in this case)and turn it back in to the embassy. You do not turn in any of the forms; you bring them with you to the interview. The embassy gives you the appointment date for the interview. So, we are making doubly sure every line on each form is correct. Thanks again, I really appreciate your help
