where does NOA1 come from?

Question....does NOA1 come from the Dallas Lockbox when they receive it, or does it come from the Vermont Service Center when they get it?

9 MAR 2012 - NOA1 (NOTICE DATE)

12 MAR 2012 - NOA1 (notice by Text/Email: routed to the Vermont Service Center)

15 MAR 2012 - NOA1 (received Official Receipt Notice (Form I-797))

X XXX XXXX - NOA2 (Notice by text message and Email)

The Approval will be from Dallas. Then transfered to Vermont.

The first notice (the so-called "NOA1") is simply a receipt notice not any kind of approval.
