Why do they take so long? Do they have a lot of applications or not enough people to process them?

A little from column A and a little from column B. I also think there is a healthy dose of bureaucracy in there that slows things down. It wouldn't be a government agency without it!

People from VSC are still getting their packages to the NVC in about 10-15 business days.

CSC seems to be running about 20 days business right now.

Did u give a call or something, anywhere over 5 months is over VSC's normal processing time, and i saw others like your time,some of them already got NOA 2

yes we called USCIS, who is claiming that they are processing January 9th and no one can put in a service request if is not beyond that time (for them 5 months processing time is only 5 months after whatever they claim to be processing at the moment, not from when you filed your petition , which is sick!). We also contacted our congress person and they got a letter from the USCIS stating that we are within processing time as after we pass 5 months mark, they still have 30 more days for getting into our case... well we are half way through those 30 days now and apparently we can put in a service request after July 20th which will be already 6 months for us! One girl asked them why don't they change the processing time to 6 months if that's the case, and she got a reply that they won't do that... That's the way it is when you talk to a brick wall!

Unfortunately, I'm approaching my 5 month mark and I guess I get to act now. Is there a preferred method to contact a congressmen? Phone? Email? (Letter?) I'd presume phone, correct?

No offense but your congress person is pretty bad then.

I'd route it through another one. You will have your House of Representatives congress person and your Senator. When I decided who to write to, I looked for the person with the most ties to family/immigration (I think she was on a committee for immigration on her bio page).

well I don't know about that but people with similar timelines to mine contacted their congress people in Texas, NC, Virginia and got the same reply...

Anyway my fiance managed to get to tier 2 and put in the service request... it looks like it's really hard and not many January filers from VSC managed to do that but looks like we were lucky although it requires a bit nerves as you have to keep repeating you want them to put you through to Tier 2 and they keep asking you what is it about and why can't they help you... We will see what response we will get... they have 15 days to reply!

For those who have received NOA2s, did you receive a separate email similar to the one you get for the NOA1?

Actually, we didnt get an email like our NOA1, we both didnt know anything and just when i was thinking of telling my fiance to call, I checked the USCIS website and found we has been approved on thursday 21 june. I checked on a saturday. On Monday, we got our NOA2 in the mail. We are now waiting for NVC. Thinking of calling today or tomorrow.

OMG!!!!!! VSV forgot some of December filers. After 7 months they approved one of early December petitions without even a RFE!!!!! They are going back to December filers to check who were left behind. Looks like the time frame for NOA2 is going to be 7 months instead of 5 months. Lord have mercey this is unbearable!!!!!!!!!!!!!!!!!!!!
