File for spouse but not children?

Now that we have reached the 6 month mark on our roc I thought I would post (since it has been awhile) anyway....

My wife's friend has a friend who will be doing roc in a few months and the lady has a 16 year old from another marriage who came with her to the u.s. when she get married almost two years ago. Her husband is now saying that he refuses to file the roc for her son (refuses to pay/do the paperwork) for reasons that are unknown to me. I am not looking to get involved since I hardly know the family.... but it does have me wondering what their options might be. I fail to understand how someone could be so cold as to want to split a mother (he wants to file for her) and son up when the son is by all accounts a normal teenager.

Oh wow! Hopefully he'll be standing there without a wife. No normal mother would turn her back on her child!

Current record holder of fastest through the NVC :D

Medical exam in Stockholm April 13th
Interview on May 16th !!!
POE Anchorage July 12th!! 2012

July 2015 n-400 in the mail

September 2015, interview

October 23rd 2015, Oath ceremony!!!!!​​
