Hello Friends,

Has anybody used the Provisional Letter after recieving NOA-2? If so, in your opinion, did it speed up the Interview Process?

I have never heard of anyone using that letter. Perhaps it is some outdated part of the process? After your petition is approved, it is automatically sent to NVC, who then sends it onto the consulate you will be having your interview at. The consulate will then send the information needed to the beneficiary, or in the case of some consulates, the info is already available online for you to begin filling out the forms you will need and gathering documents together. It usually does not take long after your petition is approved for it to reach the consulate, so I would not think this letter is necessary at all.

Once your fiance's I-129F fiance visa petition has been approved by your respective INS Service Center in the U.S., then you can FAX a letter asking to open a provisional case file to the Embassy that will handle your case (accompanied by a copy of your I-129F approval letter)...

Since it takes 4 to 6 weeks for the U.S. INS Service Center to send the respective Embassy or Consulate your fiance's case documents, sending a provisional letter to the Embassy (if that particular U.S. Embassy accepts provisional letters) can allow the embassy to speed up your case process and begin the FBI checks, sending your fiance the initial "packet #3" and other things necessary to schedule the fiance visa interview...

First time I heard of that, but it is out there. All the examples I have looked at so far are from 2002 and 2003.

Approved I-129F petitions used to be sent directly from USCIS to the consulate. It was usually possible, at that point, to request that the consulate open a provisional file, since Department of State didn't otherwise have any record of the case yet. A policy change in March, 2003, resulted in all approved I-129F petitions transiting through the National Visa Center for centralized intake into the Department of State system. At that point, most consulates stopped allowing for provisional files.

There are still a substantial number of internet sites that recommend sending a letter to request the consulate to open a provisional file. That advice is old. Most consulates won't do it anymore.

Yes, I understand USCIS to NVC to Consulate. I am talking saving days or even a week or 2. It is going to be a tight time-line to get Rosemarie here before the baby is born. So even a few days here and there is important to me.

Ahh ok. I am grasping at everything and anything. I have "dug in", It is going to be close in getting Rossemarie here before she is unable to travel due to the pregnancy.

Not used in long time, stick to the basic application and you will be fine it will take about 6-7 months. Everyone who tries to trick the system and it seems to takes longer and has more headaches. There is nothing fast about this from beginning to end, especially about dealing with the Philippines.

And thank you for posting that additional "quote". I have had "Agents" approach my Fiancee to, "speed things up" 70,000 php. I knew it was BS.

I called a relative that is retired from Homeland Security, He stated that for anything like that to happen, the Consulate would have to be corrupt to the top.

With all the information on this site, I am calming down (albeit slow). This site is actually therapuetic form me.
