That's not necessarily the correct. While a majority of Embassies and Consulates do not permit the petitioner at the interview, some do allow it.

I know the Canadian consulates will let petitioners through security and up to the waiting room. I don't know if they let petitioners up to the interview booths though.

As was said above, this can vary radically from consulate to consulate.

He needs to IMMEDIATELY in the interview admit there was a mis-ticked box on the form stating that he was never denied a visa when in fact he was. He won't be denied for the denied visa but he WOULD be denied with a lifetime ban for lying on the form. He needs to fix it ASAP.

Very True ADVICE.........they, being the Embassy, will know the prior refusal. And yes they will schedule an interview knowing what the situation you have is in an attempt to determine fraud in either the relationship or the documentation. That being said, you definitely need to come clean immediately in the interview's 1st few minutes. It may cause some delay in processing while they check it out but it should keep the lifetime ban away for false statements on a federal document by a foreigner. Best of luck!

Don;t worry about the denied visa. i have one too, and the fact is, they already know. If you let them know via letter, that would probably be ok. The actual denial should have no impact on this application.
