change of address AR-11 FORM, or call the 1-800 number,or you can change your address online uscis.CONGRATULATIONS, on your approval.

The AR-11 is really for after he lives in the US and moves.

At this point his address on the I-129F is where London will mail his instructions (formerly called Packet 3). Once London has received his file from NVC, he could call the embassy and hope they get it corrected. But he doesn't really need that letter for anything other than to know London has the file and is ready for him to proceed. The letter gives a webpage to go to for instructions.

Here--read this post I wrote on the same subject. http://www.visajourney.com/forums/topic/318905-what-is-the-nvc-approval-number/page__view__findpost__p__4773943 It explains how to proceed even if he doesn't get the letter.
