How recent does the letter need to be? We had one dated in July with our filing packet, and a second one dated December as part of our RFE. Assuming we get fortunate and receive the NOA before the end of the year, should I do a third letter of intent to send to him?

Only if it makes you feel good. The letter of intent has been dropped from the DOS list of evidence to prove continuing relationship during the K-1 interview stage. It is still a requirement to file with the I-129F.

Here are the instructions from USEM for K-1, for example:

EVIDENCE OF A GENUINE ENGAGEMENT. You must be prepared to prove to the consular officer that you have a genuine relationship with your petitioner and a clear intention to marry within 90 days of admission into the U.S. In the past, successful applicants have submitted photographs, letters, e-mails, phone records, bank records, and remittance records as evidence supporting their relationships and intent to marry.

In my interview they did not ask me for that, so I guess who said that in a prior post is right but Im not sure if this is depending on the consulate or the case. Good luck!

Using one from December wouldn't be an issue IMO, that's up to date. But re-using the same one is not something I'd suggest. If you have to send the affidavit of support anyway I'd just go ahead and print out a new one, put a greasy signature on it and a new date

If I'm reading this correctly. You filed in July and recieved a RFE for No Letter of Intent in December. OK. You responded.. You now await your NOA2. (Timeline) Yes, for the Interview I suggest a New Letter of Intent. Want to go down that road again. ? No... You have lots of Time.

It is Odd for a RFE for this when you say it was sent.

London (the OP's interview location) doesn't list a new letter of intent or further proofs of realtionship in their list of what to bring to the interview. And it holds true with actual interview experiences---London does not ever ask for proof of engagement, letters, emails, photos, skype logs, travel itineraries, etc. The only instance of new letter of intent at an interview in London that I recall is when 6-8 months had passed before the applicant got around to mailing in their visa application forms (DS-156, DS-156K, DS-157, DS-230 part 1).

The UK Forum is a good place to get London specific answers for this part of your process. Each consulate is different. The quote from Crusty (EVIDENCE OF A GENUINE ENGAGEMENT....) is from Manila and is not required in London at all. They won't even look at it, or put it in the file if you bring it.

The best information for the Fiancee Visa Interview comes the particular embassy or consulate.
