K2 follow-to-join yellow packet arriving before Embassy appointment

Hi,

My son (K2 follow=-to-join) just today passed the medical exam and St. Lukes Extension Medical Clinic said that they will receive the yellow packet on Tuesday next week. But his Embassy appointment doesn't happen till Nov. 23. Is that normal procedure?

I ask because I remember that when I applied for K1 visa, the yellow packet was sent to me AFTER my Embassy appointment, and my visa was approved.

Anyway, if that's the normal procedure, would the yellow packet of my son ALREADY contain the passport WITH THE VISA? Does that mean that the Embassy Appointment is just a formality?

Would love to hear from you guys.
