Thanks pushbrk & antoneya, I'll see if they'll consider her arrival a life change event.

I'm still curious about the K3 people though, those that came and don't need to work, they don't need a SS# So I'm wondering what they do?

My wife came as K3. Same deal. An SSN is not needed for an immigrating spouse to be added to medical insurance.

My husband is with blue cross also and they said they will add the kids and I without SS# in open season and they will just get it when we arrive. it didn't appear to be an issue, maybe its just the person you spoke to

I went to the open enrollment seminar/meeting this morning with: BC/BS Rep, Aflac Rep, Flexible Spending Acct Rep, Dental Insurance Company Rep, and Director of Human Resources and a Benefits Specialist. All of them except for the HR Director and benefit specialist said it was fine to add her without a SS#. She said it's their policy not to add without a SS#. But they don't have that policy on record anywhere for me to see. So, I am preparing an email now to the three County Commissioners. I am beyond PO'd right now.

Not exactly, but they did reply by email that they will make her arrival here as an acceptable change of life status event. So, I'm good as long as she receives her SS# within 30 days of arrival.

Sounds like you're good to go. Apparently, they decided to cut the baby in half by solving your problem without overturning the SSN policy.
