If the application packet calls for The Justice Record Check to be included when you submit, do so. These are the standard rules and procedures. Any deviation from this could result in delay of visa issuance.

If the Justice Record Check isn't "Clean", then you must also send the applicant's Police Criminal Record.

My wife and I know how difficult it can be to get a Justice Record Check.

Should I mail in my DS230 without my wife's police report or should I wait until she gets it. I don't want to get a RFE.

No, you have to wait for the police certified letter otherwise you will get the RFE. Make sure your beneficiary birthday certificate and marriage certificate have to be original copy or you will get another RFE. better wait for completed documents than RFE. Just wait your time and money. Hope your process go smooth.
