Timeline

my beneficiary is filipino.. when I had originally submitted the I129F he was in the philippines, now he is out of the country for a few months. I am worried that he may not be in the philippines when we get an answer regarding the petition... Do you think I should change embassy and do you know if it is possible to change embassy and process elsewhere?

You can change the embassy at the USCIS website. Our NOA2 had instructions addressing that. Make SURE he gets police clearance from every country he has been to.. its best to get it before he leaves that country or it could take 3 to 6 months otherwise, must have clearance from every country prior to interview
