From our experience, there's no need to stand in line too early especially when the weather is bad. On a hot July day, My fiancee and I went to stand in line to turn in her documents at 10 minutes prior. The next morning we went 10 minutes prior to interview appointment time, and she had to wait 30 minutes or so after they let the elderly and people with young children in first. I don't understand why they don't let people line up in the building. Perhaps it's a private building and they don't want the lobby to be filled with people.
