If it was approved, the email distinctly says "Your application was approved". Seems like some documents were missing.

I got the same, my wife called them and it turned out to be a computer mistake. If you didn't apply for Permanent Residence you should not receive such a mail. Anyway it's better to call and figure out. If it was an approval they would be specific about it and the case should be sent to NVC not to you.

Anyway, make the call.
