CR1 Interview Packet 3 & Packet 4 Question

Just sent the DS230 and supporting documents to NVC. I understand that when finished reviewing, NVC will send these materials on to the embassy.

However, reading the embassy website's Packet 3 instructions, it says the embassy will send a notice to the applicant who should then mail another complete set of documents to the embassy. Packet 4 instructs the applicant to bring another complete set with them to the interview. That's 3 sets, not counting the fact that half of these papers were with the I-130.

Is this really the way it's done? If NVC sends the DS230 and supporting docs, why does the embassy want another set of papers? I thought NVC actually scanned the documents into a database and reduced the need for hard copies?

Can anybody with recent experience can clarify this? Bangkok experience would be really great!

The Ds-230.... are the packet 3 that you sent to NVC. You will get a interview email with packet 4 after NVC completes your case at NVC. So you need to send a copy os I-130, DS-230 & I-864 to the beneficiary (Foreign spouse) for interview, just in case......

Thanks Navy. That would make more sense. That is, no packet 3 and packet 4 only. The embassy guidance isn't very clear. But nothing in this process has been clear.
