What is the procedure to obtain a K-4 Visa for a step-child of a U.S. Petitioner in the context of a K-3 visa?

In the context of a K-1 Visa what wold be the procedure to obtain a K-2 Visa for a step-child of the petitioner?

Would that not be a derrivative visa and so the approval notice would need to be sent to the consulate by uscis?

Current cut off date F2A - Current

Dec 30 2010 - Notice of Action 1 (NOA1)
May 12 2011 - Notice of Action 2 (NOA2)
May 23 2011 - NVC case # Assigned
Nov 17 2011 - COA / I-864 received
Nov 18 2011 - Sent COA
Apr 30 2012 - Pay AOS fee

Oct 15 2012 - Pay IV fee
Oct 25 2012 - Sent AOS/IV Package

Oct 29 2012 - Pkg Delivered
Dec 24 2012 - Case Complete

May 17 2013 - Interview-Approved

July 19 2013 - Enter the USA

In the context of a K-3 Visa what would be the procedure to obtain a K-4 Visa for a step-child of the petitioner?

The procedure is for the Consulate to invite the child and parent to both apply for visas, once the Consulate receives the case file from the National Visa Center. However, NVC will only do that if they receive the approved I-129F separately from the approved I-130.

The better course of action is to embark on a CR1 and CR2 visa processes by filing an I-130 for the spouse and another at the same time for the stepchild.

Facts are cheap...knowing how to use them is precious...
