confused - packet 3 sent but not received?

Hi folks-

A little background-we're applying for a K-1 visa, NOA2 3/30/11. We got a letter from NVC on 4/13 stating that the application has moved on to Montreal, but my fiancee hasn't seen anything. I finally figured out where to call today, and was told Packet 3 was sent way back on 4/20. So...that's generated a quest to figure what happened, and where to go.

We first sent an email to Montreal-IV-DV@state.gov, and got an auto-reply that said "Please note: IV Unit will NOT reply to inquiries about DHL courier services, scheduling / rescheduling an appointment, status of documents sent to/from the Consulate. These inquires should be addressed to CSC Visa Information Services"

I called the phone number listed on the linked page, and got a human. I was told I needed to send an email to the address listed on the same contact page.

So, next we emailed the address at that site, and got an actual response fairly quickly. We were told "For specific inquiries regarding your immigrant (or fiancé) visa application, please send an email to montreal-iv-dv@state.gov. Please be sure to put your case file number in the Subject line."

Sigh...

My fiancee also tried calling the contact number on the CSC Visa Info Services page. She was told we need to register with DHL before we'd receive anything.

So I guess my questions are:

-do we need to register for DHL now? It seems strange that we wouldn't get instructions to do yet

-any other places to call/email? Or just sit around and hope I get a response from the Montreal email?

-would it be worth just sending the Pkt 3 docs we already have filled out? The obviously think they've been sent to us...

Sorry for the long post....all the stuff makes my head spin :P

Oh, bonus question-any clue what CSCGCS might be?

For some reason it takes a few weeks to get P3 once you are told they sent it. It probably sits in their mail room or something.

In any event, you are able to send all of the P3 info as soon as you find out it has been sent to you, that way you save some time.

Here is everything you will need to send:

In part it states: Reminder As instructed in the “instruction packet” (Pkt3) that you received, please make sure to register with the CSC for courier services at http://canada.usvisa-info.com/.

I still haven't done any of this but according to the above I would say that you can register your DHL location.

I tried to register today. I was able to put in her address and type of visa, but the next prompt I got required authorization to schedule the interview, and we don't have that yet, so I don't know if we're completely registered or not...

You can send P3 no problem if you know it has been sent to you. You will save some time.

Again I haven't done DHL yet so I am not 100% sure on this, but you should be able to register DHL now without having or scheduling an interview. If it doesn't let you I assume that there is no harm in waiting until you do have an interview.

...you should be able to register DHL now without having or scheduling an interview. If it doesn't let you I assume that there is no harm in waiting until you do have an interview.

Yes, you can select your DHL location before you schedule an interview. Even if you do not select a DHL location, the consulate will remind you to do it after your interview.

Also schedule your interview when you are instructed to do so. And no worries...Your P3 is probably sitting in their mail room, transer. Unfortunately, the Montreal consulate is well known for their delays.

July 2004 - Met in person (in Texas), then travelled back and forth for the next couple of years

June 7, 2010 - Fiancee sent off I-129F

June 23, 2010 - Application received by USCIS and routed to the California Service Center for processing (NOA1)

November 2, 2010 - Received NOA2

November 29, 2010 - Received Packet 3 from Montreal Consulate (P3 was dated Nov. 19)

December 6, 2010 - Sent Packet 3 (via XpressPost Canada)

December 20, 2010 - Received Packet 4 from Montreal Consulate (P4 was dated Dec. 14)

March 28, 2011 - Medical Examination in Toronto (Results ready on March 30 at noon)

April, 13, 2011 - Interview at Montreal Consulate *APPROVED*

April 20, 2011 - Received DHL waybill number & picked up Visa at DHL Markham

June 6, 2011 - POE at Toronto Pearson Airport

June 20, 2011 - Wedding

I'm getting the same thing. It's making me confuzed :D but I guess we can wait until we schedule an interview...
