Since all the forms for Packet 3 are online is there anything wrong with getting them filled out now and ready for when we receive our NOA2?

Not at all. Once you've sent in your petition you should start working on all the forms for later steps and collecting all the paperwork needed for each. That way when you get your NOA2 you can just send in everything. It can take a while to collect all of the documents for the NVC so I would start asap.
