I just talked to a live operator at NVC and she told me that my case is under adminstrative review in "The various Washinfton agencies'. Does anyone know what this means and how long can I expect this to take?

In all honesty it can take from days to months depending on the country of origin, any name hits etc before your case will be forwarded to the consulate. They will not necessarily wait to get a clearance before routing to the consulate, but the consulate will not issue a visa until the clearance is received by them. In some cases full fingerprints are requested at consular level. This is a continuation of the Background/security checks at NVC.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

Be aware that all "administrator reviews" are not name/background checks, and there's no need to panic... Unfortunately the operators know why they were referred to DOS ("offices in Washington"), but they won't tell you specifically.

When I got my NOA2 from VSC, it had the wrong priority date on it - they put June 25, as opposed to January 25. Now priority dates really have no relevancy with a CR1, but when the date is three months into the future (As mine was), it is pretty much a red flag, lol. So, I noticed it when it came in, contacted both NVC and VSC and they told me it wouldn't be an issue as priority dates don't matter, blah, blah.... Well, guess what? It did.

I called NVC and got the whole "File being reviewed, administrative processing, Washington DC" stuff. I panicked, thinking I was in for months of name checks, etc. I kept calling asking what the specific issue was, no one would tell me, till I finally asked if it was about the priority date, and they confirmed it was. Again, they couldn't give me a time frame. I ended up faxing requests to the VSC advising them of the issue and who I talked to about the issue in the past, etc., and within a week, I received an amended NOA2, and was out of administrative processing within less than two weeks.

Of course, I posted here and got a lot of "you're stuck in AR hell" and got pretty distraught, thinking their mistake just tacked on 6 months to my wait. Thankfully, it didn't. Here's hoping yours is easily resolvable... I'd recommend you check all your paperwork to see if you or they "missed" anything, and call the NVC operator to see if they will give you a hint, because they KNOW the issue, but won't freely give it out, but at least in my case, they did confirm it once I asked specific questions.
