I would e-mail it to him, have him go to a computer shop and they will help him print it.

Have him sign it and send it to you with the police certificate.

I found this place by doing a google search you may want to call them first to make sure they can help.

Well I've read that it could be sent electronically, an electronic signature will do. But before everyone jumps on my back I could be wrong! To be absolutely sure, call NVC and ask a general question.

You do not have to wait for the NVC to mail you the DS230

here is a link to the form: http://www.state.gov/documents/organization/81807.pdf

Fill it out, save it, and send it to his e-mail

Then you have read wrong. The DS 230 must be signed by hand. For some countries, NVC will accept a scan of the signed form by email but it is still hand signed. The OP has not indicated the country. The actual paper signed by the visa applicant must be provided to NVC unless one of the listed countries that can do electronic NVC filing. It's a short list, very short.

The OP's beneficiary is in Jamaica and no, they are not on the list.

Her husband should be able to get it printed and sent back to her with the police cert.

My BAD pushbrk,,,like I said "I could be wrong" and I followed my statement by saying follow up with calling and asking. At least I know for sure for myself when it is time to send ours in.

Has to be signed by the beneficiary. Never ever ever sign for them. Even though it may take longer for them to mail the signed form back, it is better to wait the week or so rather than risking everything for having a forged document. Check if Jamaica will accept a scanned copy for the NVC part, but have your spouse bring the signed original with him to the interview.
