Okay guys this is recent and im sure some ppl can be stucked because of this, and this can push you back 3-4weeks.

So in Oct 2010, Singapore Police HQ stopped giving CNOC (certificate of non-criminal) to non-Singaporean. THey made it clear on theirwebsite, in their building and have a blue color notice that you can take.

The same blue color notice is what i sent to NVC and got their 'OK' ONLY to be given 221g by Singapore consulate at the interview date later on.

This made me so confused and upset.

On that notice, it says, an alternative is to get Statutory Declaration from any approved lawyer (they have the list on website) - SGD 20bucks

WHich i obtained but the 221g says SD is not sufficient. and between Dec 2010 and mar 2011 they have made the agreement with Police HQ to issue CNOC to US Immigrant Visa Applicant. This sounds like the CNOC office will just give you. BUT NO.

They will ask you to appeal to apply!!!

And you can only appeal if you have any documents that says (GUS THIS IS VERY IMPORTANT):

" Statutory Declaration is not sufficient - need CNOC"

Only then, you are able to fill up an appeal. SO DONT WAIT for 221g. ASK, GET, HAGGLE whatever you need to do...while you are preparing your package in your NVC stage, to GET any formal letter that says that.

THis will save you 4weeks ,at least, of yr time.

once Appeal form has been filled-up, it will take 5working days. Call them on the 5th and confirm your appeal has been approved. Around 4-5pm.

On the 6th working day, go there and fill-up an application form for CNOC. cost you 50dollars. and 10working days.

The part that is confusing is that, FOR MY CASE: I did this after 221g

so when my applicaton was done, Singapore police HQ sent it to US Consulate here.

But what you need to ask, is whether you can collect it and send it to NVC together with your other docs, OR

you can tell NVC that your CNOC, is already with Singapore US Consulate. - GUYS you need to check this part.

I think your NVC process is a 'best-guess', alas.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

alas indeed.

apparently theres is another vj-ers who is waiting for her interview in May, and got an OK from NVC without CNCC.

i asked her to share with us if she can get any oficial letter instead of waiting for 221g -.-

to me, if you can get thru NVC by submitting that notice...by all means get thru it.

its easier to do/track whatever locally. But NVC / SGP US Consulate should really look into this particular issue.

They dont think 3-4 weeks is that long.....jeez!

I was told by Ser_Adam, another recent CR-1 Singaporean filer, that the police certificate needs to be sent as part of the DS-230 packet.

You have to send in the police certificate with DS-230. I applied after getting NOA2, takes about 2 weeks to receive the certificate. We were slow in all the processes; getting the documents and held back by the holiday season.

To get the police cerf @singapore side, they require you to show an official document requesting for it. You probably need to ask NVC for one. I saw the lady rejecting several applicants. Fortunately for me, I printed out the checklist from the web(she said no to this) and a stack of emails from NVC(no mention of the need for police certificate). She glanced through the emails and i explained to her the link between the emails and the checklist. Reluctantly, she processed my application. :D
