So my stepfather is my co-sponsor and on form I-864A (contract between sponsor and household member) on part 1 question 8 (relationship to sponsor) what should he answer?

Also, does the co-sponser have to have all three of their income for all three years meet the poverty guideline? Or can the most recent year be enough if it was over the threshold. example:

current income: 20,800 year

2010: 12,073

2009: 6,526

2008: 19,555

The income he has right now is more than sufficient but he has not filed for 2011 yet so will this be a problem?

Yes current income must exceed respective levels.

You will likely need your 2011 when it comes time to your interview...

US taxes, I believe, are due 15th April... so if your interview is any time after that, then 2011 will be req'd.

More weight is generally put on current income at the time of interview - in other words, last year's taxes are important, but what he can show on paystubs in the months leading up to the interview are crucial. One other point to make - $20,800/yr is barely enough to cover the requirement for 2 people. Remember that he must be able to show an income over whatever requirement for however many people he is responsible for (you? any kids?) + your fiance.

You would write step father and not sure why you need tax returns for the K1 interview as they only require letter of employment and pay stubs but maybe co sponsor is different and you have consulate as Melbourne it is Sydney where you will have interview. You can read up on what you need on the US consulate Sydney under K1 just google it.
