Index number for UK birth certificate????

My fiance is requesting his birth certificate and he needs something called an index number to request his birth certificate. Did everyone have to get theirs? Did they have to pay?

There are sites where you can look this information up - I think they are all pay-for sites. We used ancestry.co.uk. But there's a ton of them out there...

He did one of those sites and it just gives him this number he claims is the volume number and page number.

I've just logged into the GRO site again:

Reference information from GRO Index Year1985 District name* Volume Number* Page Number* Reg (month and year of registration, mm/yy)*
