Can I use automated service system to know if I have been assigned case no.?

Yes

The automated system tracks IR-1 and CR-1 immigrant visas, but I suspect an email 2 weeks after USCIS approval will get you this faster than the automated phone message.

Would you please explain more clearly what does that mean? who do we get email from? Is it NVC or USCIS? Thanks

You write and send email to NVC at the address in my first post, they will then respond with status.

Automated system at NVC is only a phone answering system, you call it, enter file number and it tells you case number and status.

There is no automated email system at NVC and once it leaves USCIS they wont track or send you any information with regards to case status at NVC or beyond.

Two different departments of the US government. USCIS it part of DHS (Department of Homeland Security), NVC is part of DOS (Department Of State)
