Hello everyone -

judging by projected dates and all of your posts, I should be getting my NOA2 in the mail for my 129F.

Assuming it happens, they will send the file to Dakar, which is my fiance's closest embassy.

My concern is how the overseas Embassy contacts my fiance. He lives in Guinea (south of Senegal), where there is no real postal system (you generally give important things to taxi drivers who shuffle things to and from cities), and his cell phone only works when the phone company has everything plugged in, which is about 50% of the time. he has no birth certificate, as he was born in a village, and I'm worried about all the other information he'll need too, like contact details for past employees... It just doesn't work like that in Guinea. He does, somehow, have a passport, which i think he obtained by showing his baptismal certificate.

So basically, I ask - what can we expect? Will they do everything possible to contact him? Will they understand that some of the requirements are simply impossible?

If he does not have a birth certificate he needs to bring other documentation. It is listed in the I-129F instructions.

Does he live close enough to the embassy that he can visit there in person to pick everything up? I was worried about the same thing as you - the mail system in Malawi is horrendous and most of the time things never arrive. I just called the embassy myself and explained the situation and they allowed him to just go and pick up his Packet 3 in person.

For the birth certificate, can he get some sort of record from the village chief or Tribal Authority? Don't know if things work similarly in Guinea, but this is sometimes possible in Malawi.

Oh never mind...I just realized you said the case is going to Dakar, so I guess that answers that question!

Yes yes, it's about 3 days in a taxi from where he is to Dakar, so he'll need to have everything completely in order before he goes. I gave them a PO Box for a friend of his in the capital Conakry, and hopefully someone can give the packet to a taximan headed to his village. Or maybe he better just move to Conakry!

All this said, they must have this problem all the time in West Africa - I'm sure there's a protocol!

Another question: Should i be worried that my case hasn't been "touched" since October? (4 AUG receipt date)

Another question: Should i be worried that my case hasn't been "touched" since October? (4 AUG receipt date)

It seems most people are now waiting 6+ months for their NOA2 from VSC these days, but since you are now over the 5 month mark, you can start calling and bugging them now - and hopefully generate a service request. We ended up having to wait a little over 6-1/2 months for our NOA2 from CSC.
