DS 230 - policy clearance certifices questions

Timeline

I am a US citizen applying for GC for my husband who currently lives in India. Got NOA2, and have sent in the 864 package. Since we are gathering documents for the DS -230 package to save time, I had a few questions

1. In india my husband has lived in Kerala, Chennai, Manipal and Mangalore (currently in Mangalore) since the age of 16. Does he need clearance certificates from the police office and local passport office from each of these 4 states?

2. How easy/difficult is it to get these documents? Does he have to go in person? Or can he ask people in each of these places to get it for him?

3. Does he have to provide any letters/ documents to get these clearance certificates?

4. And lastly what is a "certified" copy of beneficiary's birth certificate? Does it mean notarized?

1) Whereever he lived the longest amount of time, you should obtain the certificates.. if he stayed in chennai for 5-6 months then you may not need it..

2)it is very difficult to get. waiting in the lines and so on. not an easy process at all. i believe the passport office provides a PCC stamp on the passport. once that is done and if you have like 2 certificates from the local police station where he lived that should suffice

3) they must have their own checklist of documents.. drivers license etc...

4) yes it means notarized.. make sure its readable

December 18th 2007 - Left for india to see fiancee

Jan 1st 2008 - Engaged!!!!!!

Jan 15th 2008 - Biometrics Fingerprinted

May 20th 2008 - Naturalized Citizen

May 30th 2008 - Sent I129 F

June 4th 2008 - NOA 1 Received

July 3rd 2008 - Touched

September 6th 2008 - Left for France.

September 23rd 2008 - NOA2 Received

September 27th 2008 - Will leave for Malaysia from paris.

September 28th 2008 - Will meet fiance after 261 days!!!!!!!!!!!!

October 18th 2008 - Will return back to the US after spending 3 weeks with fiancee.

Dec 28th 2008 - Fiancee Visa approved

Jan 1st 2009 - Fiancee landed on US Soil

Jan 6th 2009 - Married

Jan 30th 2009 - Filed for AOS

May 31st 2009 - AOS Approved

NOA1 - Received on June 4th 2008

I can tell you from Mumbai’s perspective – Mumbai police would not just do a certificate where you have lived longest. You have to get a police clearance certificate from all the places that you have lived in not just where you lived longest.

It takes a while to get these count on approx 4-6 weeks.

In person is better, depending on police station and they have weird rules and regulation (that they would only accept such application at certain time of the day or so)

Even after that you will have to make multiple trips to police station to see where your case is and how long it would be for them to issue.

Yep I have 2 things Police clearance and a stamp from passport office for passport clearance.

If you have original then send original copy of your Birth Certificate or you can send notarized copy of the Birth certificate. – Also make sure if the original Birth Certificate is not in English then authorized translation would also be required.

Passport PCC can only be applied in person in the Regional passport office where the passport has been issued. There is a new online service is also introduced recently wherein you can apply the same online. The online service is currently only in operation in Bangalore and Chandigarh. However please read below the link how to apply Passport police clearance.

Timeline

Yep as mentioned in earlier post passport clearance can only be obtained from passport issuing authority and not from Police Station.

So for passport clearance your husband will have to approach the passport office under whose jurisditcion his residence would fall in.
