Tourist Visa while waiting

Timeline

Prior to my applying for a K-1 for her, my fiancée applied for a tourist visa and was denied. She is divorced, has no children and owns no property in Japan (her country of residence). She rents an apartment there, has a steady job and has lived there for about ten years. The waiting game for the K-1, as everyone knows, is torture. Does anyone have a feel for the likelihood she could get a tourist visa by changing her circumstances? I can't quite imagine what that would be, but I'm searching for ideas. I've just come back to the US after spending the holidays with her and we both feel we're now just wasting precious time while apart.

We've considered having her obtain Japanese citizenship in order to qualify for the visa waiver program, but apparently the language requirements are very difficult. It really sucks that some nationalities are free to come and go, but others cannot..... :angry:

I would save the $$ and wait for the K-1, a citizen with no ties needs to PROVE no immigrations intent, having a K-1 visa petition in the works only goes to prove there there IS immigrations intent.

Also a person who is a citizen of a country that has HIGH immigrations fraud gets even MORE scrutiny when applying for a tourist visa.
