Fiancee's local consulate does not process immigration visas

Hello,

My fiancee lives in Kyrgyzstan and her nearest U.S. consulate is in the capital Bishkek. However, they do not process immigration visas there, which are handled in nearby Almaty, Kazakhstan instead. Should I inform USCIS that she will be applying in Almaty or will the file automatically be forwarded to the nearest consul which handles immigration visas?

BTW, I heard Manila doesn't accept co-sponsors, is this true of other consulates or is it an unusual limitation?

NVC will send the file to the applicable Consulate. Manila is not unique with respect to not often accepting cosponsors for K visas but it is not a usual limitation.

I am original from Kyrgyzstan but currently live in Turkey.One friend of mine was apply for K1 visa I-129F, so she is from Kyrgyzstan too and she said they was go trough Kazakhstan embassy because Kyrgyzstan one do not issue.But I am not sure where they were applying,but I think you still need apply from Kyrgyzstan and NVC will directly send package to the embassy which will needed for you.

They'll send the petition to consulate that handles visa applications for the region your fiancee lives in. If it's Kazakhstan then that's where they'll send it.

I don't know what the statistics are on consulates that will accept co-sponsors, but the high fraud consulates seem to be the ones that are less likely to accept them. If you send the consulate an email they'll usually give you some idea whether they'll accept a co-sponsor. Even consulates that don't normally accept them will make exceptions under certain conditions.

By the way, the co-sponsor thing is only for K visas. Consulates always accept them for immigrant visas like CR1's because those require a legally binding affidavit of support.
