i got an email today that says it is packet 3 but on here it always said that packet 3 will be mailed to my fiance in the foriegn country. So do you think they will mail him one or not? Or do you think the emial i got is all they will send us? It has the check list and everything. I just don't understand why it was sent to me and not him. I guess i will just forward the emial to him anyway and start on the packet 3.

Some consulates/embassies mail packet 3 to both the petitioner and the beneficiary, I guess because of the affidavit of support that the USC has to fill out and send along with the supporting documents. You guys could contact them, though, and make sure.
