You only need a photocopy of the marriage certificate (the one duly recorded at the local civil registry)...a photocopy of the NSO certificate would be better, but if it is not available yet, that's fine. :)

Just make sure the NSO copy will be available later in the NVC process.

Good day! I just want to ask about applying for I-130, do I need to submit a certified copy of the marriage certificate of just a copy is enough.

07-25-2018: I am now a U.S. Citizen!

Thank you for your reply.After submitting the I-130 packet, how long does the Chicago lockbox receive it? I'm still able to go to US for a visit using my tourist visa while my paper is on process right?

If the petitioner mails the packet via US Postal Service, it's 2 to 3 days, quicker (but more expensive) if the petitioner uses Express Mail or Courier). Personally, US Postal Service with Delivery Confirmation is just as reliable as courier or express mail.

The Chicago lockbox is only a drop off point, someone from USCIS has to pick it up at that location. From there, wait a minimum of a week for the receipt notice, commonly known as the NOA1.

Yes, you can visit, BUT you have to demonstrate strong ties to the Philippines.

NSO certificate to specific to Philippines.

It is not for India.

Of course. You can order it from NSO or through online services like eCensus.gov or NSO Helpline Plus.
