Which begs the question, "why do they require a translation?"

Simple. In this organization or business, there may be ONE person that can read Russian, for example. They review the documents, make sure the translator's interpretation is correct and approve it. Then anyone in the organization can work with the English version of the documents. The person checking the translation may not even be a person that evaluates education credentials but they do not want them to spend the time necessary to do an actual translation.

Regarding the consulate specifically, the Kiev consulate no longer requires translations of documents in Ukrainian or Russian. They are a US government agency and so could not figure that out as quickly as you did. YOU could probably get a job working at a "for profit" company.
