so what did your wife do, after she read that page?

by now, it should be clear that you've some more paperwork to fill out,

the I-864 (filled out by USC Spouse)

and the DS-230 (filled out by the foreign spouse)

and

The US Embassy in Egypt has specific instruction on how to submit, when to submit, each thing.

I assume you have received those instructions by now, and

you've had a chance to give them to yer wife, and she's poured over the instructions on 'how to submit' and 'when to submit'.

What's next? Download the forms, practice filling out the forms, get yer civil documents, and go over the form instructions diligently.

ACS = American Citizen Services, at the Embassy in Egypt. Can she submit it there? Who knows? What do the instructions say? Let her READ THEM - it's covered there.

I need to be more clear, I think so -

You two are filing a DCF'd I-130 to the Embassy in Egypt -

so there is no

CSC/VSC involvement

NVC involvement

at all - all is handled at the Embassy in Egypt - they have specific 'intake procedures' for handing over the forms.

But - just for completeness, I'll look at the Embassy's website about immigration Visa Processing, and post some more links back, for you, in a moment.

US Embassy Cairo Specific DCF'd I-130 instruction page - http://cairo.usembassy.gov/consular/iv003.htm - yer in 'step 2' now, and it references specific instructions that you were sent via postal mail. Let yer wife READ THEM, so that she may HELP YOU to continue the process.
