Is getting a new passsport with the husband's lastname a requirement for getting a CR1? Thank you.

Nope, however, if you want your green card in your married name, change your passport. Green card will be issued in the name on the visa, the visa will be issued with the name on the passport

if you intend on changing your name, doing so (with your passport) with save you headaches, additional fees, time if you do it in your home country vs. in the US

Fee for replacement green card in new name is pricey, $370 I believe.
