Long-suffering VietNam VJ'rs may find some changes (hopefully for the good) in order.

The consul still has to follow orders from above and shouldn't show favoritism on the

basis of personal cultural background. The fact that he's Vietnamese should make him

more sensitive, but not necessarily more responsive.
