Civil Documents ----> NVC or Embassy/Consulate?

Hello folks,

We are waiting for our NOA2 on CR1 visa. In the meanwhile, we're looking into what to expect once the Petition is approved and sent to the NVC. We have found different versions of how the process goes after the application is at the NVC. According to VJ CR1/IR1 flowchart (http://www.visajourney.com/examples/NVC_Process_Flowchart_v1-2.pdf), the DS 230 package will be sent to the applicant (alien who will receive the immigrant visa). And to my understanding the applicant will fill out the forms and send them all out to the embassy/consulate including the civil documents (birth certificate, police reports, medical examination, marriage certificate etc).

However, on the NVC websites (http://travel.state.gov/visa/immigrants/info/info_3190.html), (http://travel.state.gov/visa/immigrants/info/info_3734.html), these two links suggest that all civil documents originals must be sent to the NVC since the NVC collect and schedule interview for certain embassies/consulates around the world.

My questions is for those of you who have gone through this process:

1. Did you have to send your spouse civil documents to the NVC or to the Embassy?

2. Did you send in original or photocopies of these documents? the NVC requires originals, wouldn't these be lost somehow at the NVC?

3. And why the Embassy (in our case the Vilnius embassy) requires that the applicant brings the originals of the civil documents to the interview (http://vilnius.usembassy.gov/immigrant_visas/required-documents/docs-family-based.html) when the NVC requests these same documents? where to send them, NVC or Embassy??

Please be specific and provide concrete links or references.

We sent ALL originals (except beneficiary's passport) and 1 set photocopy of all originals to NVC. There 'may be' chances for NVC to lose the documents.

Thanks Loto! I guess the NVC is always controlling, I mean it overrides what the embassy requirements are.
