what does this mean...?

'touched' means that your file has been looked at in some way at USCIS. it could get touched if you update your address, for example, or maybe if they are reviewing your case specifically. it doesn't necessarily mean much in regards to how soon your case will be approved, though, as some people get approved with no touches at all. you can tell if your file has been touched when you sign in to check your case status on the USCIS website - the 'last updated' date will have changed.

'sign in fail' occurs when you reach the end of your NVC journey when they transfer your file out of NVC and on to your local consulate/embassy. i'm looking forward to seeing those three words!

'sign in fail' is a status/condition that YOU have, at NVC, when utilising the online payment portal to pay the NVC fees.

If you can't 'sign in' anymore, then is good indication NVC has marked yer file 'documents complete' for NVC processing.

further steps past SIF -

Final Review

Schedule appointment (if NVC does this for yer embassy)

send out the casefile to the Consulate

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

some people have gotten delayed mistake RFE documents after a CC.

if you already have a case complete it means they are done.

you should only end up having trouble at the embassy after that point.

Many times is a false one, so if you receive on, call NVC, get a supervisor, make sure that is not result of 'time-slippage'.
