nonimmigrant visa application fee????

My fiancee in the Philippines just received her notification from the Embassy there to start and collect the required documents for her interview. She sent me the website the Embassy directed her to for which documents to collect and other important info. Well, I was reading through it, and I came across something. It mentions paying a 'Nonimmigration Visa Application Fee' there in the Philippines and bring that receipt with you to the Embassy. Now my question is, I already paid the I-129F application fee, is this new fee something different that I have to pay or is it just in case I didn't pay the 1st application fee? Thanks

What you paid was the fee for the petition. She still has to pay the fee for the visa application. They are two different things.

thanks for the replies. Yes it is strange and disappointing and a not so good surprise that its not on the flow chart for the visa process.
