Anyone have a link to download these 2 forms?

I'm not sure what the of-169 is...I believe it is the instructions to the ds-230 form. Just so you know, OF is for Optional Form.... if you are planning on doing the CR1 visa for your wife, then you will be doing a DS-230 fomr which is what she will need to sign. It is the Immigration Visa application.

it says in the guide (the NVC will send your relative a packet of forms that you and your relative must fill out before your relative can be given an interview date with a consulate abroad.)

Is it possible to have that packet sent to me here in the US instead?

The guide for the embassy in Cairo is misleading because that is for K1 visa. When you are going for a CR1 visa, you will be getting everything through the NVC and yes, it will come to you in the US.

Once you do the I-130 packet and send all the evidence in to the USCIS, you will get a NOA (notice #1) that they received the paperwork, then in a couple of months *InsA* you will get a NOA(notice of approval #2) that they approved your I-130 package and it will be sent to the NVC(national visa center)

When the NVC inputs your paperwork into the system, you will be assigned a case number, then you will call the NVC and give them both yours and your SO email address so that way you will be notified via email instead of snail mail (MUCH FASTER!) Then from there, you and/or SO will send in a email stating who you want to be assigned as Agent for the case (usually it is sent in via email from your beneficiary's email stating they want the US petitioner as agent) Then the US petitioner will get an email saying that they can pay....
