Timeline

Is the child an orphan? I believe that regardless of the foreign country's laws, the USA will only recognise adoption if the child is an orphan.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Be aware there are two governments involved. The adoption occurs under the laws of the child's home country. Then there's the issue of whether the US will recognize the adoption. If you can satisfy both requirements, then the US Citizen can file a petition for CR2 or IR2 visa and expect to be successful.

Adoptions of non-orphans for the purpose of obtaining an immigration benefit are not likely to succeed in obtaining the immigration benefit.

Just like marriage for an immigration benefit is fraud, so is adoption for an immigration benefit.

It is very hard to do a sibling adoption for immigration purposes. You would have to have legal custody and live with the child in Nigeria for 2 years before the immigration process could begin. If it was easy people from places with obscene sibling waits ( 20 years) would all be out adoption siblings to shortcut the sibling visa process.

This will not be over quickly. You will not enjoy this.

Then no, it is not going to be possible. Otherwise, you'd have people adopting their siblings in order to cut out the waiting time. Adoption for immigration benefit is fraud.
