Co-sponser and length between two visas

I have a couple questions:

1)My parents are going to be my co-sponsor. Since they are married and have joint income, do they both need to fill out their own I-134 form or can they both be on one and each of them sign it?

2)My cousins fiance just tried for a travel visa and was denied, is there a length of time they have to wait before they can do the fiance visa?

Thanks for the help!

Question, why would it be necessary to have both parents as co-sponsor? Do you need both incomes to meet the requirement?

If you need both parents to meet the income requirement, then both parents must sign seperate I-134 forms.

Question 2. The K1 visia can be file for at any time, there is no need to wait.

Thanks....no I don't need both their income...just one would do, but since they are married and their tax return has both their names on it...I thought I would need both signatures for legal reasons.

If you only need one parent's income to satisfy the requirement, then only one needs to fill out a form and sign. If you need both of their incomes, then they each have their own form. You also will fill out a form and sign it even if you list 0 income.

2)My cousins fiance just tried for a travel visa and was denied, is there a length of time they have to wait before they can do the fiance visa?

No, these are two totally different things and have no bearing on each other.

Thanks for the help!

The I-134 doesn't provide a way for joint sponsor's to combine income with their spouse. The I-864 allows this, but requires the spouse to sign an I-864A. There is no comparable "I-134A" that would make this possible. Of course, the consulate has complete discretion, so they could accept anything they want.

The conventional wisdom I've seen posted on this board many times is to choose one of the parents to sign the I-134, list only that parent's income on the form, and provide the joint tax return. The consulate will be able to figure out they're looking at the income of two people when they look at the tax return.
