Case returned to USCIS - no birth certfiicate

Timeline

i apply for I129-F last year april, and geapproved,send to uk where my fiance reside.But the embassy return the case to USCIS for reviewbecause she can not provide birth cetrtficate, she wrote a letter why she can not get the birth certificate. Also she provide a letter from her parents it state date and year when she born.USCIS send me a letter it say the case is closed because the date is pass due. My qustion is can I write a letter to reconsider the case or re-open to be honest at this time I can not afford to pay 455 for application more than that I have no power to wait another year I love my fiancee, I can not leave with uot her ,my life is getting hard and harder .Any adivice I appritiate.
