DS-230 is Application for Immigrant Visa and Alien Registration

I think you may mean DS-3032 for your other question. That is a designation of agent if you so chose to use one. It is not required.

Sorry - how and when you file DS-230 is dependant on what type of visa process you are in.

I'm not sure of the requirements for the K-1, but the DS-3032 is required at the beginning of the NVC stage for a CR-1 (or with the I-130, if using a lawyer).
