Timeline

my american finacee was married before and she got her divorce and we sent her divorce paper in our package , but we got a mail from.uscis telling us "that submit proof of the legal termination of the marriage"

note: a divorce nisi is not evidence of a final divorce.

so how can we make her divorce final and how long does it takes ?

Did that paper have the stamp from the court saying it was final and filed?

16 March 2012 Sent I-751 package from Aviano AB, Italy.

29 March 2012 Received everything back...wrong fee. thought we didn't have to pay biometrics since we were sending fingerprint cards and passport photos.

30 March 2012 Sent everything out again from Aviano AB, Italy.

10 April 2012 Check cashed

17 April 2012 Received NOA1 dated 6 April.

06 Dec 2012 Received 10 yr green card. Letter said it was approved 28 November 2012.

If her divorce was not already final on the date she filed the I-129F, there's nothing you can do to get the petition approved. You'll need to file again after the divorce is final. If the divorce actually was final, then you can document that with a certified copy of a divorce decree indicating the divorce was final prior to the petition filing date.
