EPA letter for car

So I went to get my plates about a month ago. The place said they'd send everything in and my plates would come in 3 weeks. Well I got a call from the place and they told me I need to go to the Harrisburg airport and get an EPA letter from a customs agent. That the border people at Buffalo didn't give me all the forms.

So I found the form online ( http://www.epa.gov/otaq/imports/forms/3520-1.pdf) and I'm wondering if I can fill it out myself. Doesn't seem to be a place where the border guard agent needs to sign or anything.

Anyone have any experience with this?

12/31/2009 - Marriage

07/21/2010 - AOS approved

08/04/2010 - Green Card received (and it's actually green!)

05/30/2012 - Sent ROC packet to VSC

06/08/2012 - Received NOA1 for ROC (Dated 06/04/2012)

Timeline

The CBP officers at the POE were supposed to give you a form (3 pages long) all filled out and you were to sign 3 copies (so in total 9 pages). You get to keep one copy and hand this to the DMV for the vehicle registration.

Also, they are making you wait 3 weeks for the plates?? We got ours right away.

Anyway, hope this helps.

Yeah that's what I had, and they sent it back saying I need to get an EPA form.

Also, the plates here in PA (well my county anyway) are issued though a 3rd party company. That's why it takes so freaking long.

They may not have to sign it - however they may enter it in to a database (your vehicle ID that is).
