...so my husband completed and emailed a .pdf format of his signed DS-3032 Choice of Agent form last Friday. Should we mail the original out or a copy? Would it be better to overnight it? I was hoping they would just accept the emailed version. Who else is having luck with this?

We sent it by e-mail then realized it can take up to 2 weeks for them to get an e-mail (due to the volume that they receive daily) so we sent it overnight. Now we aren't sure which was was accepted, e-mail or hard copy, but we sent both to be sure.

I emailed mine in on Friday night and couriered it on Monday morning.

DS3032 are taking about 7 business days to be accepted currently.

03/27/2009: Engaged in Ithaca, New York.

09/29/2009: I-130 NOA1
01/25/2010: I-130 NOA2
03/23/2010: Case completed.
05/12/2010: CR-1 interview at Mumbai, India.
05/20/2010: US Entry, Chicago.
03/01/2012: ROC NOA1.
03/26/2012: Biometrics completed.
12/07/2012: 10 year card production ordered.

09/25/2013: N-400 NOA1

10/16/2013: Biometrics completed

12/03/2013: Interview

12/20/2013: Oath ceremony

Yes, the US Postal Service will allow a foreign visitor to send mail.
