USCIS Delay - Ubnormal???

Hello everybody... I'm hoping to find some members who have experienced the same bizarre situation I'm going through or any other members who might be able to help me out in any possible way. I received my notice NOA2 for my I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN back in July 14, 2009 stating that the petition had been approved and that the original visa petition had been sent to the DOS NVC. Till this day, February 5, 2010, the NVC still hasn't received anything yet. I have tried on and on to find out what has been going on but without any luck. I've called the NVC phone service at 603 334 0700 and the DOS in Washington phone service at 202 663 1225. Both were really polite and tried to help but there was nothing they could do since they never received the application from USCIS yet. As for USCIS, I'm sure many of you have had the pleasure of dealing with. I have been calling them a lot recently but they have been no help whatsoever and don't have the slightest clue about whats going on. Time is of the essence as the petitioner, my mother, is very old and sick. I really don't know what to do from here on or if I have any other options left. I'm about to give up....... I would really appreciate your comments and ideas. Thanks in advance...

dont waste anymore time...contact your congressman as soon as possible!

10/12/09: touched.

08/11/09: I-130 APPROVED!..asking for i824.....

08/24/09: i824 mailed

08/29/09: NOA 1

10/08/09: i824 transferred to local field office, went to field office, they said they dont have any info, called USCIS, they said it was an error, i shouldn't have filed i824...expedite request....no response..

10/28/09: contacted congressman

1/29/2010: USCIS located my files

02/01/2010: received approval notices for i130 AND i824

NVC Journey

02/02/2010: NVC/case# assigned

02/03/2010: Gave email addresses to NVC

02/08/2010: DS-3032 received

02/08/2010: Sent in DS-3032 email

02/08/2010: Received and paid AOS

02/11/2010: AOS fee accepted/shows as paid.

02/11/2010: AOS document cover printed.

02/19/2010: IV bill available online

02/19/2010: Paid IV bill

02/19/2010: DS-3032 accepted by NVC.

02/21/2010: IV bill: shows as paid

02/22/2010: printed cover sheet

3/11/2010: sent AOS and DS230 (overnight) signed by J.Desmond.

3/23/2010: sign in fail!!!!!!!! and 1 year anniversary

3/23/2010: Case complete

3/24/2010: Interview date assigned

5/27/2010: Interview---Denied asked to submit waivers :(

9/28/2010: waivers submitted

So i finally managed to get through to someone at USCIS and as usual that person didn't know what she was doing so luckily she transferred me to her supervisor who agreed to start a referral. She said that she contacted the California Service Center to follow up on my case and that the average time it took to reach the NVC was around 3 months. She also said that I should hear back from them within 30 days. Hopefully something might develop.

If I were you I would still contact your congressman. The congressmans office can make an inquiry on your behalf and it is proven this does help.

"The processing of your case has been delayed. A check of our records establishes that your case is not yet ready for a decision, as the required investigation into your background remains open. Until the background investigation is completed, we cannot move forward on your case. These background checks are required to be completed on all applicants who apply for the immigration benefit you are seeking. We will make every effort to make a decision on this case as soon as the background checks are complete. If you do not receive a decision or other notice of action from us within 180 days of this letter, you may contact us by calling the USCIS National Customer Service Center at 1-800-375-5283."

up to 180 days, ####### , on top of the 7 months wait

Join the club.... Its complete BS i agree. At least u have an idea about whats going. Im still clueless till this day. Lets see whats next .....

that is what i would recieve in response everytime they put a service request for me, PLEASE dont waste anymore time, involve congressman ASAP..thats not normal.

that is what i would recieve in response everytime they put a service request for me, PLEASE dont waste anymore time, involve congressman ASAP..thats not normal.

My case was touched today, first time since 8/05/2009
