Is proof of Fianee's divorce needed before Interview

I am about to submit the I-129f package and the only document that I don't have is a divorce certificate for my Fiancee. She lives in South Africa and she was divorced about 20 years ago. She is currently visiting me in the United States. She has the proof of divorce at home and she can send it to me when she returns but I don't want to delay submit the package if I can help it.

Should I send the package and state that she can provide proof at her interview or when she submits additional docs to the South African embassy?

You must submit it with the petition, not at the Embassy/Consulate.

Being free to marry at the time the petition is submitted (and showing evidence of this) is paramount to the petition's success. You should submit the divorce decree (and its English translation) with your petition or you will most certainly delay your petition.

we had to submit certified copies with the original filing and bring originals or another certified copy to the interview..
